Keyport, Hazlet OK shared court

Keyport and Hazlet took steps toward making a regional court system a reality this week, but not everyone is thrilled with the agreement. “I think it’s a bad idea,” Patrolman Joseph Ruth, president of the Keyport PBA, told the borough council during the public hearing on the ordinances to abolish the municipal court and establish a joint court system. The council voted unanimously to adopt both ordinances. Citing a lack of specifics in the arrangement, including the possibility of a night court, Ruth said, “I think we’re going to get the short end of the stick in the long run.” Keyport mayor Robert E. McLeod said he would support a night court at the eventual regional court, which is expected to be housed in Hazlet. McLeod also explained that the borough would have to provide a one-year notice if they wish to leave the regional court system. Three municipalities - Matawan, Keyport and Hazlet - introduced ordinances abolishing their respective local courts and establishing a joint municipal court system at separate Sept. 20 meetings. The public hearing in Matawan is set for Oct. 18. Under the terms of the introduced ordinances, all summonses and other appropriate matters from the three towns will be processed in the joint municipal court in Hazlet after Jan. 1, 2012, including matters arising before Jan. 1 that remain pending. Hazlet Mayor Scott Aagre said earlier this month the three towns would be saving upwards of $400,000, annually, with savings in Hazlet of about $244,000; $57,000 in Keyport and $106,000 in Matawan, not including the yearly fees the three towns will have to spend to run the joint court — $33,500 per town, plus another $5,000 per town for a capital improvement trust fund for court improvements. At the Tuesday meeting, Agree acknowledged the savings are a projection based on a review of the court revenues for the past five-years from the three towns. With those projections, each town would have to pay a percent of the shared cost for maintenance and security. Hazlet would pay 39 percent, Keyport would pay 38.54 percent and Matawan would pay 22.46 percent. In Hazlet, the concerns geared toward staffing, parking and availability of the courtroom. “All the concerns from the public are legitimate” Aagre said. “Everything will be worked out.” After all three towns have finalized the plan, the state's Administrative Office of the Courts and state Superior Court Assignment Judge Lawrence M. Lawson, who sits in Freehold, would have to approve the consolidation. Then, a municipal judge for the regional court would be appointed by Gov. Chris Christie. HAZLET — Monmouth County Library has increased the hours it will conduct business at its "express window" at township hall. The library branch at 251 Middle Road closed on Jan. 17 for a $121,500 renovation project. After the closure, the express library window was set up in township hall in Veterans Park, 1766 Union Ave., for library patrons. However, because of a large number of book pickups and returns, the window's schedule has been expanded from 10 hours a week to 17. Library representatives will be available for patrons from 1 to 4:30 p.m. on Mondays, 3 to 6:15 p.m. on Tuesdays, 9 a.m. to 2 p.m. on Wednesdays, and 11:30 a.m. to 4:30 p.m. on Thursdays. Township hall is closed on Fridays. In addition, the library has kept the book drop-off at the library building. Materials placed in the book drop-off are removed on a daily basis. "The heavy demand (of renting books) reflects the great commitment this community has to its library," said Beth Henderson, branch manager of the township library. "We thank the township for providing the space for the library express window." The library renovation project is scheduled to be completed by mid-April, according to Stacey Cherichello, a consulting engineer from CME Associates. Hazlet Township is a Township in Monmouth County , New Jersey , United States . As of the United States 2000 Census, the township population was 21,378. What is now Hazlet Township was originally incorporated as Raritan Township by an Act of the New Jersey Legislature on February 25, 1848, from portions of Middletown Township . Portions of the township were taken to form Holmdel Township (February 23, 1857), Matawan Township (also February 23, 1857, now Aberdeen Township ), Keyport (March 17, 1870), Keansburg (March 26, 1917) and Union Beach (March 16, 1925). The township was renamed Hazlet Township as of November 28, 1967, based on the results of a referendum held on November 7, 1967. [7] Hazlet derived its name from a Dr. John Hazlett who had an estate in Raritan Township near the Keyport-Holmdel Turnpike, now Holmdel Road. [8] Hazlet is part of the Bayshore Regional Strategic Plan, an effort by nine municipalities in northern Monmouth County to reinvigorate the area's economy by emphasizing the traditional downtowns, dense residential neighborhoods, maritime history, and the natural beauty of the Raritan Bayshore coastline.
